Richmond "Rick" Parsons joins Carey Group (CG) as its new deputy director. In this role, Rick will lead the development of CG products, tools, and training courses to help people achieve life-affirming change. As a former probation chief, Rick will lend his expertise to consult with local, state, and national agencies on implementing the principles of evidence-based practices, including readiness assessments, strategic planning, and continuous quality improvement.


Rick has over 30 years of probation and parole experience, recently as the chief of the Carbon County Adult Probation and Parole Department in Pennsylvania. Rick was the coordinator of the county's Veterans and Drug Treatment Courts. He also held leadership roles on the county's Criminal Justice Advisory Board, the County Chief Adult Probation and Parole Officers Association of Pennsylvania, and the Pennsylvania Evidence-Based Implementation Team.


Rick began his career in Montgomery County Adult Probation and Parole Department, rising to deputy chief. As an officer, he developed expertise in supervising people who have offended sexually, eventually forming a consulting firm to offer national training on working with this population.


Rick holds a Bachelor of Arts in interdisciplinary studies in criminal justice from American University and a Master’s of Science in administration from West Chester University.


Coinciding with Rick's arrival, Carey Group founders, Mark Carey and Mimi Carter, are transitioning from the company’s daily operations to consulting roles. Mark's innovation and infectious passion for improving justice systems will have a lasting impact on the field. In addition, he has helped countless agencies and justice systems adopt evidence-based practices by providing technical assistance and training. Mimi helped Carey Group grow exponentially and expand into technology-based solutions to facilitate behavior change. The 4:1 Behavior Management System® is one example of translating research into a practical tool that helps staff motivate and respond to client behaviors. She also provided effective facilitation, consultation, project management, and strategic planning services for agencies across a wide spectrum of topics such as responses to violations, sexual assault policies, gender-specific responses, dosage probation, pretrial, and evidence-based decision-making. Together, Mark and Mimi developed proven strategies for helping justice system agencies implement the latest research-based practices to improve their operations, bolster staff competencies, and impact client outcomes.


Mark and Mimi have inspired colleagues and clients with their commitment, dedication, conviction, and collaborative leadership style. We look forward to them continuing to share their expertise with us and the field, but we also wish them a little more time enjoying life outside of work.
